Check the horn using the hot wire first. If you need to replace a blown fuse in your Crown Victoria, make sure you replace it with one that has the same amperage as the blown fuse. Momentarily swap relays and see if the horn works. Any help on fixing the issue would be great. If there's a problem in the harness and say 2 wires are touching causing the problem, then you may have another issue that's not showing up yet.

Try running a hot lead from the battery to the horn to see if it will blow. Is there just a relay to horn wire kit available someplace? If there's a short, it can catch the vehicle on fire. When I press the horn I have the clicking relay but no horn, I've tried using a power probe to check the horn but all I get is a little clucking noise and when I check the wiring from the relay to the horn I have a good ground but don't seem to have any power. . And, of course, make sure the fuse is good, but if the relay clicks, it is. I would use the power probe to check for power going to the horn connector when you activate the horn. If your Crown Victoria is experiencing electrical problems, you should always check the fuses first, because they are relatively easy to check and cheap to change. As for running separate wires. Electrical components such as your map light, radio, heated seats, high beams, power windows all have fuses and if they suddenly stop working, chances are you have a fuse that has blown out. If you don't see power there, then I would suspect a bad horn. I actually had this very thing happen to a car I owned and it almost burned to the ground. Sometimes the contacts in the relay go bad, so even if the relay clicks it may not be closing the circuit to the horn. The horn may require more current amps to make a sound than the power probe is able to deliver. So I would think twice about leaving a bad wire in a harness for the horn circuit. If your Crown Victoria has many options like a sunroof, navigation, heated seats, etc, the more fuses it has. I will try the hot lead route I did swap relays with no success and checked all fuses both inside and under hood. Also, the horn is hot all the time, meaning it gets power all the time, even with the car off. If checking and replacing the fuse for the component in question doesn't work, we recommend seeking assistance from a trusted professional mechanic. If this is an ex-police car, sometimes the horn wire is cut to install police gear.
